Tuskegee Airman & Lt. Col. Toby Hubbard USAF, Retired

This year’s presentation focuses on the remarkable “Red Tail” Tuskegee Airmen who served as the first African-American military aviators in the United States Armed Forces. We heard the incredible story of how the Tuskegee Airmen overcame segregation and prejudice to become one of the most highly respected fighter groups during WWII.

Lieutenant Colonel Montoria “Toby” Hubbard, United States Air Force (Ret)
A native of Magee, MS, he graduated from the University of Mississippi in 1979 with a B.S. in Social Work; and later from the University of Arkansas with a M.A. in Operations Mgmt.  He received his commission through the Air Force ROTC in 1980.  During his career, he served as a Missile Combat Crew Commander on Titan II’s; and later as Chief, Personnel Utilization.  His overseas assignments include Germany, Turkey and Italy, finally returning to Patrick AFB to serve as Deputy Commander, 45th Support Group. Hubbard’s last duty assignment was Director of Staff, 45th Space wing, Patrick AFB, directing 13 wing staff agencies & the Commander support staff on behalf of the wing commander.  He helped maintain Patrick AFB, Cape Canaveral AFS, three tracking sites and two downrange stations with over 10,000 AF/contractor personnel and 125,000 retirees.  Hubbard serves as Program Mgr. & Facility Security Officer at Zel Technologies, Operations & Technical Solutions Group. He is a member of the General Daniel “Chappie” James Jr. Chapter of the Tuskegee Airmen, Inc., as well as the past president.
